Multi-Tiered System of Supports (MTSS)

Danville Public Schools uses a Multi-Tiered System of Supports (MTSS) to make sure every student receives the support they need to learn, grow, and thrive. Aligned with Virginia’s Tiered Systems of Supports (VTSS), MTSS is a schoolwide approach that uses student data to identify needs, provide the right level of academic, behavioral, attendance, and social-emotional support, and monitor progress.

MTSS provides different levels of support based on student need, from supports provided to all students to more targeted and individualized interventions. Families and school staff work together to remove barriers and help students succeed.

MTSS includes three levels of support:

  • Tier 1 – Universal Support: High-quality instruction, positive behavioral supports, attendance practices, and social-emotional supports provided to all students.
  • Tier 2 – Targeted Support: Additional, targeted interventions for students who need more than universal supports. Progress is monitored regularly.
  • Tier 3 – Intensive Support: More individualized and intensive interventions for students with significant or ongoing needs, with close monitoring and adjustments as needed.

The goal is not simply to place students into a tier. The goal is to identify what each student needs, provide the right support, monitor progress, and make changes when necessary.

Collaborative Student Support Team (CSST)
CSST is a collaborative process within MTSS that brings together school staff and support professionals when a student needs additional or coordinated support. The team looks at the whole student, reviews relevant information, identifies barriers, and develops a plan with clear next steps and progress monitoring.

CSST may support students experiencing more complex concerns related to attendance, academics, behavior, engagement, health, social-emotional needs, or multiple areas.

How Do MTSS and CSST Work Together?
MTSS is the framework. CSST is a collaborative process within that framework.

MTSS provides the structure for identifying student needs and providing appropriate levels of support. CSST helps schools coordinate those supports when student needs are complex, persistent, or involve multiple areas.

Together, MTSS and CSST help Danville Public Schools:

  • Identify needs early
  • Coordinate academic, behavioral, attendance, health, and social-emotional supports
  • Partner with families
  • Use data to guide decisions
  • Monitor progress and adjust supports
  • Connect students and families with appropriate resources

Our goal is simple: identify needs, remove barriers, coordinate support, and help every student thrive.
